It is an exceedingly dangerous time. Vice President Dick Cheney and his hard-core “neoconservative” protégés in the administration and Congress are pushing harder and harder for President George W. Bush, isolated from reality, to honor the promise he made to Israel to prevent Iran from developing a nuclear weapon.

On Sept. 23, former national security adviser Zbigniew Brzezinski warned pointedly:

"If we escalate tensions, if we succumb to hysteria, if we start making threats, we are likely to stampede ourselves into a war [with Iran], which most reasonable people agree would be a disaster for us...I think the administration, the president and the vice president particularly, are trying to hype the atmosphere, and that is reminiscent of what preceded the war in Iraq."

So why the pressure for a wider war in which any victory will be Pyrrhic—for Israel and for the U.S.? The short answer is arrogant stupidity; the longer answer—what the Chinese used to call "great power chauvinism"—and oil.

The truth can slip out when erstwhile functionaries write their memoirs (the dense pages of George Tenet’s tome being the exception). Kudos to the still-functioning reportorial side of The Washington Post, which on Sept. 15, was the first to ferret out the gem in former Fed chairman Alan Greenspan’s book that the Iraq war was "largely about oil."

But that’s okay, said The Post’s editorial side (which has done yeoman service as the White House’s Pravda ) the very next day. Dominating the op-ed page was a turgid piece by Henry Kissinger, serving chiefly as a reminder that there is an excellent case to be made for retiring when one reaches the age of statutory senility.

Dr. Kissinger described as a "truism" the notion that "the industrial nations cannot accept radical forces dominating a region on which their economies depend." (Curious. That same truism was considered a bad thing, when an integral part of the "Brezhnev Doctrine" applied to Eastern Europe.) What is important here is that Kissinger was speaking of Iran, which—in a classic example of pot calling kettle black—he accuses of "seeking regional hegemony."

What’s going on here seems to be a concerted effort to get us accustomed to the prospect of a long, and possibly expanded war. Don’t you remember? Those terrorists, or Iraqis, or Iranians, or jihadists...whoever...are trying to destroy our way of life. The White House spin machine is determined to justify the war in ways they think will draw popular support from folks like the well heeled man who asked me querulously before a large audience, "Don’t you agree that several GIs killed each week is a small price to pay for the oil we need?"

Consistency in U.S. Policy?

The Bush policy toward the Middle East is at the same time consistent with, and a marked departure from, the U.S. approach since the end of World War II. Given ever-growing U.S. dependence on imported oil, priority has always been given to ensuring the uninterrupted supply of oil, as well as securing the state of Israel. The U.S. was by and large successful in achieving these goals through traditional diplomacy and commerce. Granted, it would overthrow duly elected governments, when it felt it necessary—as in Iran in 1953, after its president nationalized the oil. But the George W. Bush administration is the first to start a major war to implement U.S. policy in the region.

Just before the March 2003 attack, Chas Freeman, U.S. ambassador to Saudi Arabia for President George H.W. Bush, explained that the new policy was to maintain a lock on the world’s energy lifeline and be able to deny access to global competitors. Freeman said the new Bush administration "believes you have to control resources in order to have access to them" and that, with the end of the Cold war, the U.S. is uniquely able to shape global events—and would be remiss if it did not do so.

This could not be attempted in a world of two superpowers, but has been a longstanding goal of the people closest to George W. Bush. In 1975 in Harpers, then-secretary of state Henry Kissinger authored under a pseudonym an article, "Seizing Arab Oil." Blissfully unaware that the author was his boss, the highly respected career ambassador to Saudi Arabia, James Akins, committed the mother of all faux pas when he told a TV audience that whoever wrote that article had to be a "madman." Akins was right; he was also fired.

In those days, cooler heads prevailed, thanks largely to the deterrent effect of a then-powerful Soviet Union. Nevertheless, in proof of the axiom that bad ideas never die, 26 years later Kissinger rose Phoenix-like to urge a spanking new president to stoke and exploit the fears engendered by 9/11, associate Iraq with that catastrophe, and seize the moment to attack Iraq. It was well known that Iraq’s armed forces were no match for ours, and the Soviet Union had imploded.

Some, I suppose, would call that Realpolitik. Akins saw it as folly; his handicap was that he was steeped in the history, politics, and culture of the Middle East after serving in Syria, Lebanon, Kuwait, Iraq, as well as Saudi Arabia—and knew better.

The renaissance of Kissinger’s influence in 2001 on an impressionable young president, together with faith-based analysis by untutored ideologues cherry picked by Cheney explain what happened next—an unnecessary, counterproductive war, in which over 3,800 U. S. troops have already been killed—leaving Iraq prostrate and exhausted.

A-plus in Chutzpah, F in Ethics

In an International Herald Tribune op-ed on Feb. 25, 2007, Kissinger focused on threats in the Middle East to "global oil supplies" and the need for a "diplomatic phase," since the war had long since turned sour. Acknowledging that he had supported the use of force against Iraq, he proceeded to boost chutzpah to unprecedented heights.

Kissinger referred piously to the Thirty Years’ War (1618-48), which left the European continent "prostrate and exhausted." What he failed to point out is that the significance of that prolonged carnage lies precisely in how it finally brought Europeans to their senses; that is, in how it ended. The Treaty of Westphalia brought the mutual slaughter to an end, and for centuries prevented many a new attack by the strong on the weak—like the U.S. attack on Iraq in 2003.

It was, it is about oil—unabashedly and shamefully. Even to those lacking experience with U.S. policy in the Middle East, it should have been obvious early on, when every one of Bush’s senior national security officials spoke verbatim from the talking-point sheet, "It’s not about oil." Thanks to Greenspan and Kissinger, the truth is now "largely" available to those who do not seek refuge in denial.

The implications for the future are clear—for Iraq and Iran. As far as this administration is concerned (and as Kissinger himself has written), "Withdrawal [from Iraq] is not an option." Westphalia? U.N. Charter? Geneva Conventions? Hey, we’re talking superpower!

"Getting him [Saddam Hussein] out of the control position...was essential. And whether that be done by one means or another was not as important. But it’s clear to me that, were there not the oil resources in Iraq, the whole picture...would have been different."

JENA, La. — In December, six black boys jumped a white boy at the high school here and beat him while he lay unconscious.

The victim was taken to the hospital, but he was not gravely hurt. He attended a class ring ceremony later that evening.

The black boys were charged with attempted murder, which threatened to put them in prison for most of their lives. The district attorney alleged they'd used a deadly weapon: their sneakers.

The case of the so-called Jena Six has elicited outrage around the world -- not only because of the stiff charges brought against the black teenagers, but because of the stark contrast between the way black boys and white boys in the same town were treated.

The assault was the culmination of months of racial unrest in Jena (pronounced JEE-nuh), a former sawmill town of about 3,000 people in the backwoods of central Louisiana. It started at the beginning of the last school year, when a black freshman at Jena High School asked the vice principal during a school assembly whether he could sit under the "white tree," a gnarled oak on campus where white students gathered to escape the stifling Southern heat. He was told to sit wherever he wanted.

The following day last September, three hangman's nooses were dangling from the oak's branches. Two months later, the school was set on fire.

The three white boys who hung the nooses were identified but not expelled or charged with a hate crime; they were suspended for three days. No one has been charged in the arson.

The Jena Six were kicked out of school last school year. Five were charged as adults with crimes that carry long prison sentences. (The other boy is being tried as a juvenile and was recently allowed to return to classes.)

One of the six, Mychal Bell, 17, was convicted of aggravated battery by an all-white jury this year, a crime that carries a maximum punishment of 15 years. On Friday, a state appeals court overturned his conviction after his defense attorneys argued that he was unlawfully tried as an adult.

Still, Bell remained behind bars late Friday, as he had been for the last nine months. It is unclear whether LaSalle Parish Dist. Atty. Reed Walters will seek to drop the charges, retry him as a juvenile or ask the Louisiana Supreme Court to overturn the appellate court's decision. Walters did not return requests for comment.

"It's not a complete victory; we can't celebrate yet," said Louis Scott, one of a team of Louisiana lawyers defending Bell pro bono. "But when we got in this game, we were a couple of touchdowns behind. Now the game is tied."

The "white tree" at the high school was recently cut down by local leaders, and Walters has been reducing the charges against the Jena Six to aggravated battery; attempted murder carries a maximum sentence of more than 50 years.

But those actions have done little to quell the criticism of the way Jena authorities have handled the case.

"If a black person does something in Jena, they do more time than a white person. It's always been that way," said Bell's mother, Melissa Bell. "The white kids here can run loose, drink beer, whatever. But if you are black, don't you dare act like that."

African American leaders such as the Rev. Al Sharpton and Martin Luther King III argue that the case has raised disturbing questions about lingering racism and uneven justice in the Deep South.

Bloggers and student activists have taken up the Jena Six cause, saying the case is not unique: Studies have shown that black youths often receive harsher penalties than white youths.

Rallies to support the Jena Six are taking place around the country, and the Nation of Islam and other religious organizations had been planning a bus trip to Jena for Mychal Bell's sentencing, which had been scheduled for Thursday.

It was unclear Friday whether the rally, which was expected to draw thousands including the Rev. Jesse Jackson, would still take place. Jena officials have called off classes at six schools in anticipation of possible unrest.

"Jena is a 1960 town in a 2007 world. It's like going 47 years in the past," said the Rev. Raymond Brown, a New Orleans civil rights activist. "The message being sent here is: 'Don't you touch any white people, because if you do you will get locked up for life.' "

But in Jena, about 230 miles northwest of New Orleans, some whites say their town is suffering the real injustice. They blame out-of-state activists and the news media for painting a sensationalized picture of Jena as a throwback to the institutionalized racism of the Jim Crow era. They would prefer that the camera crews and ministers leave for good.

The noose incident was "nothing more than a bad joke. Whites and blacks stuck their heads in the nooses, poking fun at it," said Billy Fowler, a local school board member. "The black students -- it caused some tension for them, I'm sure, but it's not as crazy as it's been made out to be."

Fowler said that though he and many others agreed that the Jena Six were being excessively punished, many had lost sympathy for the boys because of damage to the town's reputation.

"If they'd kept their mouths shut, they might have gotten those charges taken off," he said. "But with the way this town's been done wrong, I don't think that's going to happen now."

Fowler and others assert that there's no direct connection between the noose incident and the later beating, a position supported by U.S. Atty. Donald Washington, who has been reviewing the case for possible federal intervention.

But supporters of the Jena Six argue that the nooses divided the town and sparked an ugly series of racial fights that culminated in the six-on-one beating.

After the nooses were hung, Jena High Principal Glen Joiner recommended expulsion for the white students responsible. But he was overruled by LaSalle Parish Schools Supt. Roy Breithaupt -- a decision that angered Jena's 350 or so black residents. Breithaupt did not respond to requests for comment.

After the decision, black students at Jena High gathered under the tree in protest.

Fights between blacks and whites broke out for days, and the principal ultimately called an assembly in which Dist. Atty. Walters, flanked by armed police, addressed the school.

"With a stroke of my pen, I can make your lives disappear," Walters said. In a court hearing where an attorney tried to have Walters removed from the beating case on grounds that he was biased, Walters, who is white, admitted making the statement. But he denied that he had been looking at black students when he said it, as some have said he had been.

Just before the incident that resulted in stiff charges for the Jena Six, white youngsters had attacked one of the six black boys, Robert Bailey, 17, striking him with beer bottles as he tried to enter a party. Only one of the attackers was charged -- with simple battery.

The next day, a white man who had been at the party brandished a shotgun during an altercation with Bailey and several other black boys.

He was not charged, but the boys, who wrestled the gun away from him, were charged with stealing it.

At a hearing last month in which Mychal Bell's new attorneys tried to get him released on bail, prosecutors revealed that Bell had been on juvenile probation and had been involved in other violence. Supporters of the stiff charges called the disclosure proof that the charges were just.

On Friday, Bell's attorneys said they would now seek school reinstatement for Bell -- an honor student and star running back who was being courted by top football colleges including Louisiana State University -- while he fought his legal battles.

"I just hope this doesn't mess up his mind, being locked up with grown men," Melissa Bell said tearfully as she stared at a picture of her son in black-and-white prison stripes. "He had such a bright future in front of him. I really hope he can get his life back."

I think future historians will look at the ease with which a small cabal was able to undermine the very premise of the Constitution and nod their heads in wonder. I'm reminded of the movie Blazing Saddles, when Gene Wilder's Jim is consoling Clevon Little's Bart, "You've got to remember that these are just simple farmers. These are people of the land. The common clay of the new West. You know... morons."

A Constitution to “Chain the Dogs of War”

Two-hundred and twenty years ago this week, the patriots who had stuck through the long process of drafting a Constitution for the new United States finally approved the document. The primary purpose of their creation was, in the language of their time, to “chain the dogs of war.”

The American colonies has suffered the cruel fates of wars plotted and pursued by the royal families of distant Europe, and they set about to assure that the nation they had freed from the grip of British imperialism would not, itself, be subjected to the imperial whims of presidents who might someday imagine themselves to be kings.

“The executive should be able to repel and not to commence war,” explained Roger Sherman, a delegate to the Constitutional Convention from Connecticut, who moved to make clear the intent of the founders that nothing in their exposition of the powers of the executive branch should be conceived as authorizing the president to “make war.” An executive could assume the mantle of commander-in-chief only when it was necessary to defend the country; never to wage kingly wars of whim.

Sherman’s resolution was approved overwhelmingly by the Philadelphia convention that finished its work September 17, 1787.

George Mason, the Virginia delegate who was the strongest advocate for restraint on the executive, summed up the sentiments of the delegates when he said: “I am for clogging rather than facilitating war.”

So was the Constitution defined. Indeed, in arguing for its ratification, Pennsylvania delegate James Wilson explained, “This system will not hurry us into war; it is calculated to guard against it. It will not be in the power of a single man, or a single body of men, to involve us in such distress; for the important part in declaring war is vested in the legislature at large.”

The procedures are clearly outlined. Wars must be declared by the houses of Congress. And the power to continue any war is rested entirely in the funding authority that is given Congress. The president does not enjoy the privilege of declaring or maintaining a war. He is merely a manager of military affairs in a time of conflict; and even in that he is required to defer on matters of consequence to the Congress.

This, we know, to be the law of the land.

Yet, as we mark the 220th anniversary of the Constitution, more than 160,000 young Americans are mired in the quagmire of an undeclared war in Iraq. More than 3,700 of them have died already, and the toll expands on a daily basis - as does the rate at which innocent Iraqis are killed, maimed and rendered homeless. More than $200 million is extracted from the federal treasury each day to pay for this war, despite the fact that it is, by any Constitutional standard, entirely illegitimate.

The founders would not question for a moment that the Congress has the authority to use the power of the purse to end this war. Indeed, they would argue today as they did in their time, that a failure to do so would imperil the Republic.

But the founders would be even more worried about the precedent set by the current president’s seizure of ungranted authority for warmaking and so much else, and they would remind us, as George Mason did, that with regard to the Constitution: “No point is of more importance than that the right of impeachment should be continued.”

The voters dealt with last fall with the Republican Congress that had collaborated with Bush to thwart the rule of law. The unfortunate reality of the moment is that a Democratic Congress that was elected to restore a measure of balance to the federal stage has responded to necessity with caution. But that does not change the eternal reality of the Republic, which is that this “opposition” Congress has a simple, basic, yet essential Constitutional duty. Members of the House and Senate must impeach and try a president who is assaulting the most basic precepts of the American experiment. Anything less is a mockery of the document they swear an oath to defend - and an invitation to this and future presidents to further unchain the dogs of war that the founders struggled so mightily to contain.

Of course, Gen. David Petraeus predicts success in the Iraq War. What wonders couldn't generals achieve with more troops and more time? The battle is always going well until it is lost, and then they blame defeat on the politicians and the public.

There's no shortage of retired generals who will tell you we could have won in Vietnam, if only we had sent more troops, or bombed the dikes in the North, or been willing to kill more than the 3.4 million Vietnamese who died along with 59,000 American soldiers. Instead, the politicians and public, led by that bleeding heart President Richard Nixon, lost the will to win. Thus, the dominos fell to communism, and Red China and Red Vietnam now rule the world by dint of military force. Have you been to Wal-Mart lately? The triumph of communism is total.

Once again, we have a general repeatedly promising to save western civilization by turning the corner in yet another intractable and unnecessary foreign war. Back on Sept. 26, 2004, in the weeks before the midterm congressional elections, Petraeus took to the op-ed page of the Washington Post to make sure the voters didn't vote wrong. Despite appearances, he claimed the war in Iraq was going very well: "I see tangible progress. Iraqi security elements are being rebuilt from the ground up," Petraeus wrote. "The institutions that oversee them are being re-established from the top down. And Iraqi leaders are stepping forward, leading their country and their security forces courageously ... there has been progress in the effort to enable Iraqis to shoulder more of the load for their own security, something they are keen to do."

So keen, it makes one's heart swell. So keen that three years later, after the expenditure of $450 billion more in taxpayer funds, and more US troops in proportion to the Iraqi population than, at the height of the Vietnam War, we had in Vietnam, the good general now insists it would be disastrous to even think about bringing any American troops home before next summer.

That's at least another $150 billion and many more Iraqi and US lives wasted. But wait--Ryan C. Crocker, the US ambassador to Iraq, also testified before Congress this week with Petraeus, and he has more good news about what he still celebrates as the "liberation of Iraq." Remember that Bush Administration promise that the oil-rich Iraqis would pick up the check for the cost of their liberation? Well, Crocker is bullish on that front: the Iraqi economy is on schedule to grow by 6 percent, according to his testimony. Perhaps he is referring to the additional money dumped into Iraq's economy by American taxpayers chipping in for the surge.

He certainly wasn't basing his estimate on any improvement in Iraqi oil production or any other economic component. As the International Monetary Fund reported last month in its annual review of Iraq's economy, "Economic growth has been slower than expected at the time of the last (review) mainly because the expected expansion of oil production has failed to materialize." In case you haven't noticed, oil is the Iraqi economy, yet a recent GAO report stated an additional $57 billion in US tax dollars will be needed to bring oil and electricity production to the level where it can satisfy Iraq's domestic demand by the year 2015.

Ambassador Crocker actually had the nerve to compare the bloody religious fratricide in Iraq, which our inane invasion unleashed, to the American battle over state's rights, once again reducing the complexities of world history to an easily understood but totally irrelevant example from the American experience. In that case, a better analogy might have been made to the American Indian wars, given that the only thing the United States has been able to do effectively in Iraq is unleash superior firepower. At the current rate, Iraq will be liberated when there are no Iraqis.

Perhaps that is why this week's ABC/BBC poll shows that 70 percent of Iraqis believe security has deteriorated since the surge and that 60 percent believe attacks on US forces are justified. And 93 percent of Sunnis, whom the general and ambassador claim are joining our side, want to see us dead.

As for optimism, only 29 percent of Iraqis now think the situation will get better, as opposed to 64 percent who shared that optimism before the surge--which almost 70 percent of Iraqis believe has "hampered conditions for political dialogue, reconstruction and economic development."

So, ambassadors and generals lie. Get used to it.

You can always - I MEAN ALWAYS - follow the money to the truth

To understand what’s really happening in Iraq, follow the oil money, which already knows that the surge has failed.

Back in January, announcing his plan to send more troops to Iraq, President Bush declared that “America will hold the Iraqi government to the benchmarks it has announced.”

Near the top of his list was the promise that “to give every Iraqi citizen a stake in the country’s economy, Iraq will pass legislation to share oil revenues among all Iraqis.”

There was a reason he placed such importance on oil: oil is pretty much the only thing Iraq has going for it. Two-thirds of Iraq’s G.D.P. and almost all its government revenue come from the oil sector. Without an agreed system for sharing oil revenues, there is no Iraq, just a collection of armed gangs fighting for control of resources.

Well, the legislation Mr. Bush promised never materialized, and on Wednesday attempts to arrive at a compromise oil law collapsed.

What’s particularly revealing is the cause of the breakdown. Last month the provincial government in Kurdistan, defying the central government, passed its own oil law; last week a Kurdish Web site announced that the provincial government had signed a production-sharing deal with the Hunt Oil Company of Dallas, and that seems to have been the last straw.

Now here’s the thing: Ray L. Hunt, the chief executive and president of Hunt Oil, is a close political ally of Mr. Bush. More than that, Mr. Hunt is a member of the President’s Foreign Intelligence Advisory Board, a key oversight body.

Some commentators have expressed surprise at the fact that a businessman with very close ties to the White House is undermining U.S. policy. But that isn’t all that surprising, given this administration’s history. Remember, Halliburton was still signing business deals with Iran years after Mr. Bush declared Iran a member of the “axis of evil.”

No, what’s interesting about this deal is the fact that Mr. Hunt, thanks to his policy position, is presumably as well-informed about the actual state of affairs in Iraq as anyone in the business world can be. By putting his money into a deal with the Kurds, despite Baghdad’s disapproval, he’s essentially betting that the Iraqi government — which hasn’t met a single one of the major benchmarks Mr. Bush laid out in January — won’t get its act together. Indeed, he’s effectively betting against the survival of Iraq as a nation in any meaningful sense of the term.

The smart money, then, knows that the surge has failed, that the war is lost, and that Iraq is going the way of Yugoslavia. And I suspect that most people in the Bush administration — maybe even Mr. Bush himself — know this, too.

After all, if the administration had any real hope of retrieving the situation in Iraq, officials would be making an all-out effort to get the government of Prime Minister Nuri Kamal al-Maliki to start delivering on some of those benchmarks, perhaps using the threat that Congress would cut off funds otherwise. Instead, the Bushies are making excuses, minimizing Iraqi failures, moving goal posts and, in general, giving the Maliki government no incentive to do anything differently.

And for that matter, if the administration had any real intention of turning public opinion around, as opposed to merely shoring up the base enough to keep Republican members of Congress on board, it would have sent Gen. David Petraeus, the top military commander in Iraq, to as many news media outlets as possible — not granted an exclusive appearance to Fox News on Monday night.

All in all, Mr. Bush’s actions have not been those of a leader seriously trying to win a war. They have, however, been what you’d expect from a man whose plan is to keep up appearances for the next 16 months, never mind the cost in lives and money, then shift the blame for failure onto his successor.

In fact, that’s my interpretation of something that startled many people: Mr. Bush’s decision last month, after spending years denying that the Iraq war had anything in common with Vietnam, to suddenly embrace the parallel.

Here’s how I see it: At this point, Mr. Bush is looking forward to replaying the political aftermath of Vietnam, in which the right wing eventually achieved a rewriting of history that would have made George Orwell proud, convincing millions of Americans that our soldiers had victory in their grasp but were stabbed in the back by the peaceniks back home.

What all this means is that the next president, even as he or she tries to extricate us from Iraq — and prevent the country’s breakup from turning into a regional war — will have to deal with constant sniping from the people who lied us into an unnecessary war, then lost the war they started, but will never, ever, take responsibility for their failures.

MoveOn's "General Betray Us?" ad has raised vital questions that need a thorough and open discussion. The ad worked brilliantly to reveal, via its framing, an essential but previously hidden truth: the Bush Administration and its active supporters have betrayed the trust of the troops and the American people.

MoveOn hit a nerve. In the face of truth, the right-wing has been forced to change the subject -- away from the administration's betrayal of trust and the escalating tragedy of the occupation to of all things, an ad! To take the focus off maiming and death and the breaking of our military, they talk about etiquette. The truth has reduced them to whining: MoveOn was impolite. Rather than face the truth, they use character assassination against an organization whose three million members stand for the highest patriotic principles of this country, the first of which is a commitment to truth.

Betrayal is a moral issue, and with respect to war, mass destruction, maiming, and death, it is a moral issue of the highest order. Betraying trust is a matter of deception that knowingly leads to significant harm. There is little doubt that the Iraq War and its aftermath have done considerable harm -- to our troops, to the Iraqi people, and to our nation as whole. It is equally clear that there has been a considerable amount of deception in the instigation of the war and throughout the occupation. In short, there has been, and continues to be, a considerable betrayal of trust. It goes well beyond the general and the fudging of his figures.

The issue is this: Who has been betraying the trust of the American people -- including our troops -- in bringing about the American invasion of Iraq and in continuing the occupation? What were the acts of betrayal and with what consequences? And is a betrayal of trust still going on, and if so where, how, and by whom?

I have developed a deeper look at these issues. You can read that in Betrayal of Trust . But meanwhile, let's talk about one of the traps we should stay out of: The Politeness Trap.

Bush took advantage of certain conventions of etiquette and politeness when he sent Petraeus to testify before Congress. Those conventions hold that one does not criticize the symbolic stand-in for the military, even when the uniform-wearing stand-in is on an overt political mission that is at the heart of the Administration's continuing betrayal of trust. Decorum can be put to political use, and Bush did just that.

Bush was using a familiar right-wing tactic: identifying himself with a military uniform and the stature of the military in general, when he had no military stature himself. Rudy Giuliani used the same tactic in his ad in Friday's New York Times: he put on military drag by associating himself with Petraeus' rank and role, hoping some of the stature of the military would rub off on him. The implicit message is an attack on MoveOn: in pointing out Petraeus' deception, MoveOn, so Giuliani implies, was being disrespectful of the military itself. This is a typical right-wing attack on progressives, and progressives shouldn't stand for it.

In a country that takes its freedoms seriously, freedom of speech must be maintained. Betrayal through deception is much worse than being impolite. Where tens of thousands of deaths and maimings are concerned, it is immoral not to point out betrayals when they are real. It is patriotic to root out betrayal on grand scale wherever it occurs.

The American people have been betrayed by the architects and apologists for the invasion and occupation of Iraq. By avoiding the politeness trap in a patriotic, direct, and factual way, MoveOn correctly framed the betrayal of trust for what it is. And right now, the apologists for the occupation seem to be forgetting a lesson we thought Frank Luntz had schooled them on. They are quite busy invoking the frame of betrayal of trust, a frame that clearly best fits them. That frame is essential to bringing an end to the tragedy in Iraq.

Why We're Losing the War on Terror

President George W. Bush is fond of reminding us that no terrorist attacks have occurred on domestic soil since 9/11. But has the Administration's "war on terror" actually made us safer? According to the July 2007 National Intelligence Estimate, Al Qaeda has fully reconstituted itself in Pakistan's northern border region. Terrorist attacks worldwide have grown dramatically in frequency and lethality since 2001. New terrorist groups, from Al Qaeda in Mesopotamia to the small groups of young men who bombed subways and buses in London and Madrid, have multiplied since 9/11. Meanwhile, despite the Bush Administration's boasts, the total number of people it has convicted of engaging in a terrorist act since 9/11 is one (Richard Reid, the shoe bomber).

Nonetheless, leading Democratic presidential candidate Hillary Clinton claims that we are safer. Republican candidate Rudy Giuliani warns that "the next election is about whether we go back on defense against terrorism ... or are we going to go on offense." And Democrats largely respond by insisting that they, too, would "go on offense." Few have asked whether "going on offense" actually works as a counterterrorism strategy. It doesn't. The Bush strategy has been a colossal failure, not only in terms of constitutional principle but in terms of national security. It turns out that in fighting terrorism, the best defense is not a good offense but a smarter defense.

"Going on offense," or the "paradigm of prevention," as then-Attorney General John Ashcroft dubbed it, has touched all of us. Some, like Canadian Maher Arar, have been rendered to third countries (in his case, Syria) to be interrogated by security services known for torture. Others have been subjected to months of virtually nonstop questioning, sexual abuse, waterboarding and injections with intravenous fluids until they urinate on themselves. Still others, like KindHearts, an American charity in Toledo, Ohio, have had their assets frozen under the USA Patriot Act and all their records seized without so much as a charge, much less a finding, of wrongdoing.

In the name of the "preventive paradigm," thousands of Arab and Muslim immigrants have been singled out, essentially on the basis of their ethnicity or religion, for special treatment, including mandatory registration, FBI interviews and preventive detention. Businesses have been served with more than 100,000 "national security letters," which permit the FBI to demand records on customers without a court order or individualized basis for suspicion. We have all been subjected to unprecedented secrecy about what elected officials are doing in our name while simultaneously suffering unprecedented official intrusion into our private lives by increased video surveillance, warrantless wiretapping and data-mining. Most tragically, more than 3,700 Americans and more than 70,000 Iraqi civilians have given their lives for the "preventive paradigm," which was used to justify going to war against a country that had not attacked us and posed no imminent threat of attack.

The preventive paradigm had its genesis on September 12, 2001. In Bush at War, Bob Woodward recounts a White House meeting in which FBI Director Robert Mueller advised that authorities must take care not to taint evidence in seeking 9/11 accomplices so that they could eventually be held accountable. Ashcroft immediately objected, saying, "The chief mission of US law enforcement ... is to stop another attack and apprehend any accomplices.... If we can't bring them to trial, so be it." Ever since, the "war on terror" has been characterized by highly coercive, "forward-looking" pre-emptive measures-warrantless wiretapping, detention, coercive interrogation, even war-undertaken not on evidence of past or current wrongdoing but on speculation about future threats.

In isolation, neither the goal of preventing future attacks nor the tactic of using coercive measures is novel or troubling. All law enforcement seeks to prevent crime, and coercion is a necessary element of state power. However, when the end of prevention and the means of coercion are combined in the Administration's preventive paradigm, they produce a troubling form of anticipatory state violence-undertaken before wrongdoing has actually occurred and often without good evidence for believing that wrongdoing will ever occur.

The Bush strategy turns the law's traditional approach to state coercion on its head. With narrow exceptions, the rule of law reserves invasions of privacy, detention, punishment and use of military force for those who have been shown-on the basis of sound evidence and fair procedures-to have committed or to be plotting some wrong. The police can tap phones or search homes, but only when there is probable cause to believe that a crime has been committed and that the search is likely to find evidence of the crime. People can be preventively detained pending trial, but only when there is both probable cause of past wrongdoing and concrete evidence that they pose a danger to the community or are likely to abscond if left at large. And under international law, nations may use military force unilaterally only in response to an objectively verifiable attack or threat of imminent attack.

These bedrock legal requirements are a hindrance to "going on offense." Accordingly, the Administration has asserted sweeping executive discretion, eschewed questions of guilt or innocence and substituted secrecy and speculation for accountability and verifiable fact. Where the rule of law demands fair and open procedures, the preventive paradigm employs truncated processes often conducted in secret, denying the accused a meaningful opportunity to respond. The need for pre-emptive action is said to justify secrecy and shortcuts, whatever the cost to innocents. Where the rule of law demands that people be held liable only for their own actions, the Administration has frequently employed guilt by association and ethnic profiling to target suspected future wrongdoers. And where the rule of law absolutely prohibits torture and disappearances, the preventive paradigm views these tactics as lesser evils to defuse the proverbial ticking time bomb.

All other things being equal, preventing a terrorist act is, of course, preferable to responding after the fact - all the more so when the threats include weapons of mass destruction and our adversaries are difficult to detect, willing to kill themselves and seemingly unconstrained by any recognizable considerations of law, morality or human dignity. But there are plenty of preventive counterterrorism measures that conform to the rule of law, such as increased protections at borders and around vulnerable targets, institutional reforms designed to encourage better information sharing, even military force and military detention when employed in self-defense. The real problems arise when the state uses highly coercive measures - depriving people of their life, liberty or property, or going to war-based on speculation, without adhering to the laws long seen as critical to regulating and legitimizing such force.

Even if one were to accept as a moral or ethical matter the "ends justify the means" rationales advanced for the preventive paradigm, the paradigm fails its own test: There is little or no evidence that the Administration's coercive pre-emptive measures have made us safer, and substantial evidence that they have in fact exacerbated the dangers we face.

Consider the costliest example: the war in Iraq. Precisely because the preventive doctrine turns on speculation about non-imminent events, it permitted the Administration to turn its focus from Al Qaeda, the organization that attacked us on 9/11, to Iraq, a nation that did not. The Iraq War has by virtually all accounts made the United States, the Iraqi people, many of our allies and for that matter much of the world more vulnerable to terrorists. By targeting Iraq, the Bush Administration not only siphoned off much-needed resources from the struggle against Al Qaeda but also created a golden opportunity for Al Qaeda to inspire and recruit others to attack US and allied targets. And our invasion of Iraq has turned it into the world's premier terrorist training ground.

The preventive paradigm has been no more effective in other aspects of the "war on terror." According to US figures, international terrorist attacks increased by 300 percent between 2003 and 2004. In 2005 alone, there were 360 suicide bombings, resulting in 3,000 deaths, compared with an annual average of about ninety such attacks over the five preceding years. That hardly constitutes progress.

But what about the fact that, other than the anthrax mailings in 2001, there has not been another terrorist attack in the United States since 9/11? The real question, of course, is whether the Administration's coercive preventive measures can be credited for that. There were eight years between the first and second attacks on the World Trade Center. And when one looks at what the preventive paradigm has come up with in terms of concrete results, it's an astonishingly thin file. At Guantánamo, for example, once said to house "the worst of the worst," the Pentagon's Combatant Status Review Tribunals' own findings categorized only 8 percent of some 500 detainees held there in 2006 as fighters for Al Qaeda or the Taliban. More than half of the 775 Guantánamo detainees have now been released, suggesting that they may not have been "the worst of the worst" after all.

As for terror cells at home, the FBI admitted in February 2005 that it had yet to identify a single Al Qaeda sleeper cell in the entire United States. And it hasn't found any since-unless you count the Florida group arrested in 2006, whose principal step toward an alleged plot to blow up the Sears Tower was to order combat boots and whose only Al Qaeda "connection" was to a federal informant pretending to be Al Qaeda.

The Justice Department claims on its website www.lifeandliberty.gov to have charged more than 400 people in "terrorism-related" cases, but its own Inspector General has criticized those figures as inflated. The vast majority of the cases involved not terrorism but minor nonviolent offenses such as immigration fraud, credit-card fraud or lying to an FBI agent. The New York Times and the Washington Post found that only thirty-nine of the convictions were for a terrorism crime. And virtually all of those were for "material support" to groups labeled terrorist, a crime that requires no proof that the defendant ever intended to further a terrorist act. While prosecutors have obtained a handful of convictions for conspiracy to engage in terrorism, several of those convictions rest on extremely broad statutes that don't require proof of any specific plan or act, or on questionable entrapment tactics by government informants.

Many of the Administration's most highly touted "terrorism" cases have disintegrated after the Justice Department's initial self-congratulatory press conference announcing the indictment, most notably those against Capt. James Yee, a Muslim chaplain at Guantánamo initially accused of being a spy; Sami Al-Arian, a computer science professor acquitted on charges of conspiracy to kill Americans; Muhammad Salah and Abdelhaleem Ashqar, acquitted in Chicago of aiding Hamas; Sami al-Hussayen, a Saudi student acquitted by an Idaho jury of charges that he had aided terrorism by posting links on his website to other sites containing jihadist rhetoric; and Yaser Hamdi, the US citizen held for years as an enemy combatant but released from military custody when the government faced the prospect of having to prove that he was an enemy combatant. The Administration recently managed to convict José Padilla, the other US citizen held as an enemy combatant, not for any of the terrorist plots against the United States that it once accused him of hatching but for attending an Al Qaeda training camp and conspiring to support Muslim rebels in Chechnya and Bosnia before 9/11.

Overall, the government's success rate in cases alleging terrorist charges since 9/11 is only 29 percent, compared with a 92 percent conviction rate for felonies. This is an astounding statistic, because presumably federal juries are not predisposed to sympathize with Arab or Muslim defendants accused of terrorism. But when one prosecutes prematurely, failure is often the result.

The government's "preventive" immigration initiatives have come up even more empty-handed. After 9/11 the Bush Administration called in 80,000 foreign nationals for fingerprinting, photographing and "special registration" simply because they came from predominantly Arab or Muslim countries; sought out another 8,000 young men from the same countries for FBI interviews; and placed more than 5,000 foreign nationals here in preventive detention. Yet as of September 2007, not one of these people stands convicted of a terrorist crime. The government's record, in what is surely the largest campaign of ethnic profiling since the Japanese internment of World War II, is 0 for 93,000.

These statistics offer solid evidence to support the overwhelming consensus that Foreign Policy found when it polled more than 100 foreign policy experts-evenly dispersed along the political spectrum - and found that 91 percent felt that the world is becoming more dangerous for the United States, and that 84 percent said we are not winning the "war on terror."

It is certainly possible that some of these preventive measures deterred would-be terrorists from attacking us or helped to uncover and foil terrorist plots before they could come to fruition. But if real plots had been foiled and real terrorists identified, one would expect some criminal convictions to follow. When FBI agents successfully foiled a plot by Sheik Omar Abdel Rahman (popularly known as "the blind sheik") and others to bomb bridges and tunnels around Manhattan in the 1990s, it also convicted the plotters and sent them to prison for life.

In October 2005 Bush claimed that the United States and its allies had foiled ten terrorist plots. But he couldn't point to a single convicted terrorist. Consider just one of Bush's ten "success" stories, the one about which he provided the most details: an alleged Al Qaeda plot to fly an airplane into the Library Tower, a skyscraper in Los Angeles. The perpetrators, described only as Southeast Asians, were said to have been captured in early 2002 in Asia. As far as we know, however, no one has ever been charged or tried for this alleged terror plot. Intelligence officials told the Washington Post that there was "deep disagreement within the intelligence community about ... whether it was ever much more than talk." A senior FBI official said, "To take that and make it into a disrupted plot is just ludicrous." American officials claim to have learned about some of the plot's details by interrogating captured Al Qaeda leader Khalid Shaikh Mohammed, but he was captured in 2003, long after the perpetrators had been arrested. As the Los Angeles Times put it, "By the time anybody knew about it, the threat - if there had been one - had passed, federal counter-terrorism officials said." These facts - all omitted in Bush's retelling - suggest that such claims of success need to be viewed skeptically.

if the Bush strategy were merely ineffectual, that would be bad enough. But it's worse than that; the President's policy has actually made us significantly less secure. While the Administration has concentrated on swaggeringly aggressive coercive initiatives of dubious effect, it has neglected less dramatic but more effective preventive initiatives. In December 2005 the bipartisan 9/11 Commission gave the Administration failing or near-failing grades on many of the most basic domestic security measures, including assessing critical infrastructure vulnerabilities, securing weapons of mass destruction, screening airline passengers and cargo, sharing information between law enforcement and intelligence agencies, insuring that first responders have adequate communications and supporting secular education in Muslim countries. We spend more in a day in Iraq than we do annually on some of the most important defensive initiatives here at home.

The preventive paradigm has also made it more difficult to bring terrorists to justice, just as FBI Director Mueller warned on September 12. When the Administration chooses to disappear suspects into secret prisons and use waterboarding to encourage them to talk, it forfeits any possibility of bringing the suspects to justice for their alleged crimes, because evidence obtained coercively at a "black site" would never be admissible in a fair and legitimate trial. That's the real reason no one has yet been brought to trial at Guantánamo. There is debate about whether torture ever results in reliable intelligence-but there can be no debate that it radically curtails the government's ability to bring a terrorist to justice.

Assuming that the principal terrorist threat still comes from Al Qaeda or, more broadly, a violence-prone fundamentalist strain of Islam, and that the "enemies" in this struggle are a relatively small number of Arab and Muslim men, it is all the more critical that we develop close, positive ties with Arab and Muslim communities here and abroad. By alienating those whose help we need most, the preventive paradigm has had exactly the opposite effect.

At the same time, we have given Al Qaeda the best propaganda it could ever have hoped for. Then-Defense Secretary Donald Rumsfeld identified the critical question in an October 2003 internal Pentagon memo: "Are we capturing, killing or deterring and dissuading more terrorists every day than the madrassas and the radical clerics are recruiting, training and deploying against us?" While there is no precise metric for answering Rumsfeld's question, there can be little doubt that our preventive tactics have been a boon to terrorist recruitment throughout the world.

More broadly still, our actions have radically undermined our standing in the world. The damage to US prestige was perhaps most dramatically revealed when, after the report of CIA black sites surfaced in November 2005, Russia, among several other countries, promptly issued a press release claiming that it had nothing to do with the sites. When Russia feels the need to distance itself from the United States out of concern that its human rights image might be tarnished by association, we have fallen far.

In short, we have gone from being the object of the world's sympathy immediately after 9/11 to being the country most likely to be hated. Anti-Americanism is at an all-time high. In some countries, Osama bin Laden has a higher approval rating than the United States. And much of the anti-Americanism is tied to the perception that the United States has pursued its "war on terror" in an arrogant, unilateral fashion, defying the very values we once championed.

The Bush Administration just doesn't get it. Its National Defense Strategy, published by the Pentagon, warns that "our strength as a nation state will continue to be challenged by those who employ a strategy of the weak using international fora, judicial processes, and terrorism." The proposition that judicial processes and international accountability - the very essence of the rule of law - are to be dismissed as a strategy of the weak, aligned with terrorism itself, makes clear that the Administration has come to view the rule of law as an obstacle, not an asset, in its effort to protect us from terrorist attack.

Our long-term security turns not on "going on offense" by locking up thousands of "suspected terrorists" who turn out to have no connection to terrorism; nor on forcing suspects to bark like dogs, urinate and defecate on themselves, and endure sexual humiliation; nor on attacking countries that have not threatened to attack us. Security rests not on exceptionalism and double standards but on a commitment to fairness, justice and the rule of law. The rule of law in no way precludes a state from defending itself from terrorists but requires that it do so within constraints. And properly understood, those constraints are assets, not obstacles. Aharon Barak, who recently retired as president of Israel's Supreme Court, said it best in a case forbidding the use of "moderate physical pressure" in interrogating Palestinian terror suspects: "A democracy must sometimes fight terror with one hand tied behind its back. Even so, a democracy has the upper hand. The rule of law and the liberty of an individual constitute important components in its understanding of security. At the end of the day, they strengthen its spirit and this strength allows it to overcome its difficulties."

The preventive paradigm has compromised our spirit, strengthened our enemies and left us less free and less safe. If we are ready to learn from our mistakes, however, there is a better way to defend ourselves-through, rather than despite, a recommitment to the rule of law.

A powerful and well written argument about looking at 9/11 through the lens of history. It's about remembering that the situation we face now is not so new as our leaders would have us believe. And about regaining our national sanity.

AT length they came and beset our own house, and quickly it was the dolefulest day that ever mine eyes saw.” Thus did a minister’s wife, Mary Rowlandson, describe the Indian attack and immolation of her Massachusetts village, 35 miles west of Boston. “On the 10th of February 1675 came the Indians with great numbers upon Lancaster,” she wrote. “Their first coming was about sun-rising. Hearing the noise of some guns, we looked out; several houses were burning, and the smoke ascending to heaven.”

Rowlandson was one of the fortunate that morning: she and her three children were spared and taken captive. Her youngest, a 6-year-old daughter, died in her arms on the forced march north. After 11 harrowing weeks, Rowlandson was released and a few years later wrote “A Narrative of the Captivity and Restoration of Mrs. Mary Rowlandson,” which would run through four printings in its first year and become America’s original best seller, the model of the captivity narrative, the foremost indigenous genre of American literature.

Huddled inside the garrison, with “the smoke ascending to heaven,” Mary Rowlandson and the other villagers faced a choice that echoes grimly through the commemorations of our own “dolefulest day”: whether to stay inside and burn, or plunge into certain death. The parallels between the Lancaster ordeal and the catastrophe we faced on 9/11 are not incidental. Rowlandson’s story holds a key to our own experience, shedding light on not only the trauma of the day itself but our response. On a deep cultural and psychological level, our reactions as a nation to 9/11 had as much to do with Mary Rowlandson as with Mohamed Atta.

In the weeks and months after 9/11, many commentators described the “dream-like” mindset that the disaster had induced. They attributed our fugue state to the “unimaginable” unreality of the event. Nothing like this had ever happened before. But essential to our understanding of what that attack means to our national psyche is a recognition that it did happen before, over and over. And its happening was instrumental to the formation of the American character. The nation that recently imagined itself so impervious to attack at home was gestated in a time when such attacks were the prevailing reality of American life.

The assault on Lancaster came several months into King Philip’s War (or Metacom’s Rebellion, for those who prefer the actual name of the Wampanoag chief). That fearsome and formative confrontation between white settlers and the New England tribes remains, per capita, America’s deadliest war. In one year, one of every 10 white men of military age in Massachusetts Bay was killed, and one of every 16 in the Northeastern colonies. Two-thirds of New England towns were attacked and more than half the settlements were left in ruins. Settlers were forced to retreat nearly to the coast, and the Colonial economy was devastated.

The bitterness unleashed on both sides would initiate a harrowing series of conflicts — King William’s War, Queen Anne’s War, King George’s War, the French and Indian War — that dragged on into the second half of the 18th century. Caught in these coils, early American settlers dwelled in a state of perpetual insecurity — “an atmosphere of terror,” as the frontier historian Richard Slotkin characterized it, in which colonists wandered as if in an “Indian-haunted dreamland.” It was an insecurity that would continue to afflict settlers pressing westward through the early decades of the 19th century.

What is the relevance of all this to 9/11 and its aftermath? Surely, given the historical forgetfulness of Americans, not many people know Rowlandson’s name or recall her era’s conflicts. Nevertheless, that Colonial travail profoundly shaped our modern society and lives on in our world view, whether we are conscious of it or not. Our original “war on terrorism” bequeathed us a heritage that haunts our reaction to crises like the one that struck on that crisp, clear morning in the late summer of 2001.

Even our amnesia is evidence of this haunting, because the amnesia was not natural. It was intentionally induced by the creation of a myth, a fable of national invincibility on the American frontier. Beginning in the 18th century and culminating in the Victorian era, journalists, novelists, artists and sculptors concocted a fantasy that supplanted memories of vulnerability and terror on the Northeastern borderlands with tales of conquest and victory on the Great Plains.

By the mid-1700s, a new frontier literature emerged, starring battle-hardened and wilderness-savvy frontiersmen who could take on the Indians, the French and, eventually, the British. And captivity narratives were rewritten to emphasize, or invent, tableaus of feminine weakness: Elizabeth Hanson’s “God’s Mercy Surmounting Man’s Cruelty” was altered three times by editors from 1728 to 1760 to present her as an increasingly passive and fragile creature “in a poor weak condition” who was “very unfit to endure the hardships” of her captivity.

A defining aspect of this cultural re-engineering was the upending of a gender history that had proved deeply humiliating to men. Time and again, leaders and militias had failed to protect and redeem women and their children. Of female colonists seized in New England and taken to Canada from 1689 to 1730, more than a quarter — and a whopping 60 percent between the ages of 12 and 21 — never came home.

Early American male defenders had suffered the further mortification of hearing female captives (Mary Rowlandson among them) disparage their protective efforts gone awry or, worse, recount how they managed to defend themselves. Rowlandson negotiated shrewdly with her captors and named her own ransom. Hannah Duston, abducted as she lay in bed recovering from childbirth (while her husband fled), escaped after killing a family of Indians with a hatchet and taking their scalps.

In response to this shame, the new model exaggerated iron-clad valor on the part of white men and crinoline helplessness on the part of white women. Thus was born the dime-store melodrama in which manly heroics always save the girl in jeopardy. As the historian Roy Harvey Pearce observed in 1947, the captivity narrative was refashioned into America’s “terroristic vehicle,” our verbal armor against our oldest national nightmare. That wholesale overhaul would inform the plots of everything from “The Last of the Mohicans” to countless television westerns to Steven Spielberg’s post-9/11 drama, “War of the Worlds.”

Sept. 11 cracked the plaster on that master narrative of American prowess because it so exactly duplicated the terms of the early Indian wars, right down to the fecklessness of our leaders and the failures of our military strategies. Like its early American antecedents, the 9/11 attack was a homeland incursion against civilian targets by non-European, non-Christian combatants who fought under the flag of no recognized nation. Like the “different type of war” heralded by President Bush, the 17th and 18th century “troubles” — as one Puritan chronicler of Metacom’s Rebellion called them, refusing to grant them “the name of a war” — seemed to have no battlefield conventions, no constraints and no end.

Unfortunately, by replicating the Colonial war on terrorism, 9/11 invited us to re-enact the post-Colonial solution, to bury our awareness of our vulnerability under belligerent posturing and comforting fantasy.

Like the cultural imagineers before them, our post-9/11 press, entertainers and political spin doctors set to work to prop up our sense of virile indomitability — “the return of the manly man” and a reconstituted “John Wayne masculinity” were on every media lip, as the triumphs of torture-prone Jack Bauer heroes were on every TV. The 2004 presidential campaign was given a Western stage set — with the candidates proving their ability to assume the mantle of Crockett in Chief by bragging about their gun collections, hacking at brush and tree stumps and shooting at wild animals. (John Kerry spent so much time in hunting camouflage that he was dubbed “John the Deerslayer.”)

Also restored was the defense of helpless femininity. Witness the Bush administration’s much-trumpeted claims to be saving Afghan women from their burqas and Iraqi women from Saddam Hussein’s “rape rooms.” Or the military’s much-ballyhooed “rescue” of Pvt. Jessica Lynch (albeit from a hospital whose caregivers had tried to return her to American forces, but had been driven back by American gunfire). Or the invention of a supposedly huge new voting bloc of “security moms,” trembling-lipped homemakers desperate to re-elect the sheriff who would keep terrorists from their suburban ranches.

Or “The Hug,” the photo op that was turned into the most expensive political ad of the 2004 race, in which President Bush embraced a teenage girl whose mother had died in the World Trade Center. In the commercial, which analysts viewed as the most effective of Mr. Bush’s campaign, the girl told voters, “He’s the most powerful man in the world, and all he wants to do is make sure I’m safe.”

Such reversions have led us in some terrible and self-destructive directions — loss of civil liberties, endorsement of torture and a misbegotten war paramount among them — because they are based on a need to deny, not address, a disturbing national reality. But we shouldn’t be so afraid to countenance the ghosts of our Mary Rowlandsons.

The founders of our country were steeped in the experience of Metacom’s Rebellion. In the Revolutionary era, Rowlandson herself had a curtain call as an American icon: her book was reissued in the 1770s and once again achieved popularity, along with the narratives of a number of other women who had endured trials in the embattled wilderness. It was in these very times, with recent knowledge of domestic attack, that our founders expanded, not contracted, the concept of democracy, authoring the very liberties we have been tempted to renounce in our own time of “troubles.”

If the polls recording widespread disenchantment with the Iraq war and the Bush administration’s performance are any indication, we may finally — a half-dozen years after 9/11 — be prepared to ask some hard questions about our response. That suggests we may be at a moment of clarity and, hence, of great possibility. By returning us to the trauma that produced our national myth, the 9/11 attacks present the opportunity to look past the era of buckskin bravado and unlock the cabinet wherein lies America’s deepest formative fear, the fear of home-soil terrorism.

One ultimate casualty of Metacom’s Rebellion was the Puritans’ determination to face that fear. By revisiting our ancient drama, 9/11 gives us a chance to regain that abandoned resolve, to see our frailties in a realistic light, instead of papering them over with dangerous delusions.
